Advancing Open, Responsible Research and Innovation: Recommendations

Abstract

This working paper details recommendations for advancing Open, Responsible Research and Innovation (ORRI) through public policies and research and innovation initiatives. It draws on insights gained from the EU-funded REINFORCING project1, which builds upon over a decade of experience in Responsible Research and Innovation and Open Science since their introduction under the previous EU Research and Innovation Programme, Horizon Europe (2014–2020). The paper offers a concise overview of current policy gaps and provides recommendations for strengthening ORRI using both bottom-up and top-down approaches.
